That's certainly one possible interpretation!

Certainly the juxtaposition of the bird in full plumage amidst the extra feathers and flowers on the hat is one aspect that evokes humor.

Is the woman's hat so large that she has to balance it with her hand or hold it on her head?

Note also the placement of the umbrella or parasol as another "silly" addition.

Note the difference between the eyes of those inside the house and the eyes of the woman outside.
