That's certainly one
possible interpretation!
Note the relationship of the
two women in the upper quadrant and the placement of the woman
with hat in the lower, forcing the eye to look down focusing attention
on the hat. Yet the two women have expressions of incredulity,
and we can see them as a center of attention as well. Note how
the artist has managed to convey a sense of the women's feelings
in the expressions on the various faces.
